Mislim, da sta tu relevantni dve zadevi. EU je podpisnik osnutka, o katerem bodo tekla pogajanja.
Zadeva je na koncu sprejeta, če se strinja 2/3 držav članic WHO.
Kdor se ne strinja, ni dolžan implementirati.
Mi jo bomo implementirali, ker politika suverenizma pri nas ne obstaja.
